EPA proposes cuts to RFS for 2020 & 2021

Corn and soybeans finished mixed yesterday as the EPA finally released its proposed biofuel blending mandate levels. They are proposing post-dated cuts to 2020 and lower than mandated levels for 2021. The EPA tries to make up for this by saying they will reject most the small refinery waivers for 2020. We are a long way from these proposals going into effect and the EPA is trying to slow play it. We will stay on top of any new developments but the corn market reacted positively.
